Gulf licensing exam exemptions and mutual recognition by board

The board can let you skip its exam if you meet an exemption route. You still need the rest of the licence file.

The board decides the exemption

Prometric and Pearson VUE run the exam. The board decides who can skip it. Your title and proof must fit its rules. Claim the route before booking.

Proof dates and practice gaps matter

In the UAE, proof with no expiry date can be used within 5 years of issue. It must match your title. For licence recognition, the PQR allows at most 6 months since expiry or cancellation.

DHA also has a 5-year rule after MOHAP or DOH cancellation. You need no practice gap and must meet the PQR. Ask which route applies.

UAE documents differ on practice gaps and the age of some awards. Read your board’s licence guide before relying on an exemption.

Pharmacy master’sThe pharmacist guideline offers an exemption with a relevant master’s plus pharmacy bachelor’s. DHP/2025/24 limits exemptions to its listed groups. Ask DHP.

Nationality and nursing titles change the answer

NHRA has a separate route for nurses. It accepts listed RN exam passes after its own check. The Saudi technician exam and Kuwait are excluded. Saudi classification alone does not count.

NHRA’s nursing rules exclude Kuwait because they say it has no Prometric exam. Prometric’s Kuwait blueprint now includes an RN exam. Ask NHRA whether it accepts your pass.

Keep studying if your proof is near expiry, your title differs or you have a practice gap. This is ProMCQ’s suggestion. We did not find an official time for an exemption decision.

Frequently asked questions

Does a Saudi or UAE licence exempt you from the NHRA exam?

For doctors, dentists and pharmacists, that route needs Bahraini or GCC nationality and a valid GCC licence. Nurses have separate exam-pass rules. Ask NHRA to check your file.

If you are exempt from the exam, do you still need DataFlow verification?

Yes. Skipping the exam does not remove document checks. Use a company your board accepts. DataFlow is not the only approved option on every route.

Does passing the DHA exam exempt you at DOH or MOHAP?

A DHA pass alone does not qualify. DOH’s route needs a DHA or MOHAP licence for the same title and good standing. Check the full conditions.
